THE IMPERATIVE OF A PARLIAMENTARY REGIME: FOR A STRUCTURAL REFORM OF GOVERNANCE IN CAMEROON

This book offers a rigorous and in-depth reflection on the governance crisis that Cameroon has faced for several decades. Starting from the observation of the exhaustion of an overly centralized presidential system, the author demonstrates that the country’s political, institutional, and economic difficulties stem not only from individuals in power, but more fundamentally from the very architecture of the political system itself.Drawing on comparative constitutional law, political economy, and the analysis of African and international experiences, the book highlights the structural consequences of power concentration: the weakening of checks and balances, institutional dependence, lack of political accountability, systemic corruption, and a growing rupture of trust between the State and its citizens.The book advances a central thesis: the transition toward a Cameroonian parliamentary system represents a credible, peaceful, and structuring path for the refoundation of the State.
